Council Announces Preferred Plan for Harborough Devolution

As discussions about major local government reorganisation continue, Harborough District Council has revealed its preferred option for devolution in 2028.
At a cabinet meeting last night (12th November 2025), it was agreed that ‘North City South’ is the best way forward – with Leicester City remaining as now, plus a unitary authority for North Leicestershire and Rutland and another one for South Leicestershire – the latter incorporating the current Harborough District (see map below).
This rejects the preferred plan of Leicester City Council, announced last week, which wants to expand its boundaries to include parts of Harborough.
