Streetlights Across Harborough Could Be Dimmed To Save Cash

Streetlights in the Harborough District could be dimmed in the evening and overnight.

The county council is proposing the move across Leicestershire to save more than half-a-million pounds over the next four years and reduce carbon emissions.

Some streetlights are already dimmed overnight, while others switch off completely, and because of advances in LED lighting and their systems, the authority is now considering reducing all streetlights to lighting levels of 30% after 8pm, although those at roundabouts and major junctions could be exempt from the move.

A report to be considered by the council’s Cabinet admits there will be ‘risks’ associated with the move, including an increased insurance risk resulting from road traffic collisions, slips/trips/falls and the fact the idea may not be supported by residents and Police.

Another option, to only provide streetlighting between September and March inclusive has been suggested, but not recommended to be taken forward.

Councillor Ozzy O’Shea, cabinet member for highways and transport, said: “Most people won’t notice any difference. It’s a simple step and it saves money.  We already dim our lights so this proposal is looking at establishing minimum lighting levels.

“I want to be clear that we’re not proposing to turn off the lights completely so there’ll still be visibility and it shouldn’t impact on related issues, such as crime.

“The proposal also acknowledges that light pollution contributes to an increase in carbon emissions.”

Subject to Cabinet approval, consultation with the public and emergency services would take place, before a final decision is made.

Previously, the county council has converted streetlights to LED lighting and, more recently, introduced measures such as dimming lights, permanently switching off lights and part-night lighting.
