He and a 32-year-old man from Kettering, who was arrested at the scene, have been released on bail pending further enquiries.
A black Vauxhall Corsa ended up wedged on top of a parked car when it crashed through a wall into a car park off Northampton Road at 3.40am, after the driver failed to stop for Police in Bath Street, following reports it had been stolen from Grenville Gardens.
A number of other cars in the car park were also damaged.
