Rival Plans Submitted For Council Shake-Up

Rival local government shake-up plans for Leicester, Leicestershire and Rutland have been submitted to the government.

District and borough councils are proposing three unitary authorities across the area, while Leicestershire County Council wants two – one covering the city and the other the rest of the county and Rutland, which is also the preferred option for Leicester City Council, but with an expanded boundary.

There is strong opposition to the city expanding into areas of the county, including parts of Harborough District, with over 12,000 people signing a petition opposing it.

The shake-up is being ordered by government, aimed at simplifying local government and saving cash.

Whatever happens, existing councils including Harborough District Council will be scrapped and the area absorbed into a new larger unitary authority.

Ministers are expected to consult on the plans early next year, before reaching a final decision in summer 2026.
