Final Plan Revealed For Council Shake-Up

A final plan has been published showing how Leicestershire and Rutland councils could look after the government’s reorganisation — with a promise to save £44m a year.
The proposal would scrap existing councils, including Harborough District Council, and group areas into three new unitary councils: North, City, and South, with Harborough in the South.
There would be no change in the city boundary.

The planned changes
The final plan has been put forward by the district and borough councils and Rutland County Council following public consultation, which leaders say showed strong support for the three-council model.
Rival plans have been put forward by Leicestershire County Council, which favours one super council for the whole of county and Leicester City Council, which proposes expanding Leicester’s boundaries into parts of the county.
