New apartments could be created above a bakery in Market Harborough town centre.
Empty first and second-floor offices over Wesses on The Square would be turned into three one and two-bedroomed flats if the plan moves forward.
Developers have contacted Harborough District Council to ask if Change Of Use permission will be required for the project.
